Neobux allows multiple IP to login but they do not allow proxies !

I don't understand that neobux allows multiple IP to login. But they do not allow proxies. What is the difference between proxy and IP address. I've known that "When you change your proxy, then IP address has been changed". So is it equal to proxy and IP?
