Immigration = Catch 22 = Ridiculous

Once again our Canadian government's policy has left me puzzled. I want to write to someone and complain but I wouldn't even know where to start - so of course, I'm going to start here ;) The youth pastor at my neighbourhood church is a wonderful young man from Uganda and his beautiful wife from Norway. They are in the process of becoming citizens of Canada. One step in this process is for them to go to the American Consulate in Seattle for an interview of some sort (why the US to become Canadians I have no idea). So they go to Vancouver and apply for the visa to go to Seattle for this interview. But they are refused the visa - because they aren't Canadian citizens! Ummmm... huh?
