yes, a debit card or a credit card is needed for verification of the account. if your account is not verified, you cannot withdraw funds or make purchases with your paypal account. there is another way by which you can verify your account. that is by using a Virtual Credit Card. Most of them are available for under $10. but if paypal deems it illegal your account will be closed. just cheque at the FAQ section of paypal. they have all the details give out there.

You can sign up for PayPal without a debit/credit card, you just can't withdraw your earnings there for the meantime. Your account won't be verified yet, but you can already receive payment to your PayPal account. You can just verify your PayPal once you get your debit/credit card. That's what happened to me, and even without verifying my PayPal, I can still receive payments from my sideline jobs. I had it verified when I wanted to withdraw already. If you want to withdraw your PayPal earnings immediately, you need the debit/credit card.

I think you have to have a credit card or bank account linked up with Paypal. This is to verify if you are real. What I did I opened a seperate checking account only for paypal. That way you keep your online activities seperate from your other accounts. You can also use a credit card if you have one. If you are using a bank account make sure you have funds in your account when you are making purchases. You can request a check when you have enough money in your paypal account. They have a minimum and maximum limit. You should also browse your paypal membership area for more of paypal.
