what dpes Alexa rating represents

at www.alexa.com , we can find out about rankings of other websites. How far is the alexa rating is true?
I did trust alexa about ratings till now. But now I wonder if the results are true ...
Just wanted to see the rating of www.richptc.com , a site which everyone says scam..
but this site has a ranking of 4.386... Unbeliveable
Does this mean that richptc.com is genuine or still scam?
Any suggestions guys?

Alexa is the site that let you know about the traffic rates for that site and how often it is being visited. Eventhough if the site is a scam, if it is being visited by numerous visitors, then it would be having a avery good alexa rating and hence we caould see many scam sites topping in alexa rating.
