If you're talking about the round, puffy, sugared ones, it's super simple. Go to the grocery store and buy either a package of refrigerator biscuits or frozen, unbaked bread rolls. If using the refrigerator biscuits, just drop the biscuits into a vat of hot oil until they turn golden brown, and then roll them in sugar. If using the frozen rolls, thaw them first and then follow the same method. I've used the biscuit method a couple of times and it turns out pretty well.

The Chinese place where I get them takes those biscuits and cuts them in 4th's and makes little pop in your mouth donuts.
