Church organization

The Catholic church has the pope, cardinals, archbishops, bishops, priest, and deacons respectively in the said order. Similarly, Protestant churches have minister, head pastor, assistant pastor, deputy pastor, elders, deacons, If Christ is the head and we are all brothers, why is there such heirarchy in the church? Is the pastor or elder have the last word in the assembly?

I don't understand why either and actually I have not ever given it much thought. But I am also not very religious.
