Is Cash Gifting a scam?

Hey guys. Someone told me they can make $250 or more per referral you get on site called TOCS - The OverNite Cash System. Is it really true or total scam? This particular only at starter tier is $250 plus $100 fee. Not sure I really want to risk that much not knowing if I could ever get one referral. Any others do cash gifting? Do you make money from it currently?

I have seen many cash gifting sites ranging from one dollar and higher, much higher. No I have not joined any myself. I don't have the funds to be able to just put it out there afraid to loose it. Bills have to come first.
I would do a thorough search on that one before I would even consider it. Then it would have to be where there wasn't anyone displeased with it for me to join it. That is alot of money to put out there #350.00 can pay a few monthly bills. Know what I mean?
That is if I had that much to spare.....
