A new PTC site by the name Buxsky.com, has anyone registered to it n been paid?

Hi All, I just came across a new PTC website by the name of Buxsky.com. I believe it has been recently launched about a month ago. I found it as its advertising itself in Neobux. I got registered to it as it was claiming to pay $.02 for every click and $.02 for every Ad our referral clicks. However when I logged in the payment section and clicked on paypal it said "Instant Payment Is Turned Off By The Admin". It does have a Forum of its own and also a Payment Proof section on the website. Does anyone know about this Website's legitimacy or who the owner of the site is? Hope there is someone to throw some light on Buxsky.com Thank You All Happy MyLot-ing
