Adsense help

I earned more than $10 in adsense 6 months ago. I am a Bangladeshi. I registered there as a Bangladeshi and used my permanent address. But still, 6 months later, I do not get my PIN. I asked for help but yet no reply. What is the problem?? What should I do?? Now I have $13 in adsense. Please help me.
