What is this picture!!?!??!??!!?

Optical Illusions - A picture that to most people seems like it's moving and others think it has depth.

For some reason, I can't really under stand this optical illusion like all my friends can. How do they work and what do they do exactly? Some I can see and others I can't.

The image ripples and moves - not sure if it's supposed to be a picture of anything else, like those magic eye pictures that were popular a few years back. I guess a lot of it depends on your eyes and whether you have any problems or conditions.
