Do you have any qualms using pirated DVDs?

It is illegal here but you see them being sold in many places. Sometimes raids are conducted to confiscate them but it can not stop the sale. Soon after the police left the scene, they are being sold again. Obviously, they have the corrupt police as their protectors. How is intellectual property rights practiced in your place? You may not actually buy, what if the copy was borrowed?
