Is asking a question a solution itself?

I had a teacher who always used to say that solution for every problem starts with a question. Because when you ask question it makes you search for the answer. And this search leads you to the solution of the problem. What you think asking a question is a solution itself?

nope i dont think so. the "solution" still is "the answer to the question". i think that asking a question stimulates you and look for answer. maybe the correct phrase is "solution always starts with a question"... or something like that.
