Just what is FEMA and what CAN they do?

What is the Federal Emergency Management Agency? Simply put, it is the "secret government". This agency has powers and authority that go well beyond any other agency in the nation. What can FEMA do? It can suspend laws. It can move entire populations. It can arrest and detain citizens without a warrant and can hold them without a trial. It can seize property, food supplies, and transportation systems. And it can even suspend the Constitution of the United States. When the first concept had been presented, its original mission was to assure the survivability of the United States Government in the event of a nuclear attack. It's secondary function was to be a Federal coordinating body during times of domestic disasters. These disasters consisted of earthquakes, floods, and hurricanes. The "secret" black helicopters that are reported throughout the US, mainly in the West California, Washington, Arizona, New Mexico, Texas, and Colorado areas are flown by FEMA personnel. It has been given the responsibility for many new national disasters such as forest fires, home heating emergencies, refugee situations, riots, and emergency planning for nuclear and toxic incidents. It works together with the Sixth Army in the West. A series of Executive Orders (EO) was used to create FEMA. It does not matter whether an EO is Constitutional or not, it becomes a law simply by being published in the Federal Registry. These orders go around Congress. Executive Orders: 10990 Allows the government to take control over all modes of transportation, highways, and seaports. 10995 Allows the government to seize and control the communication media. 10997 Allows the government to take over all electrical power, gas, petroleum, fuels, and minerals. 10998 Allows the government to take over all food resources and farms. 11000 Allows the government to mobilize civilians into work brigades under government supervision. 11002 Designates the Postmaster General to operate national registration of all persons. 11003 Allows the government to take over all airports and aircraft, including commercial aircraft. 11004 Allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations. 11005 Allows the government to take over railroads, inland waterways, and public storage facilities. 11051 Specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis. 11921 Allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and flow of money in the U.S.A. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. I didn't, for the sake of space list all the Executive Orders that pertain to FEMA. But these are bad enough. IF our government were to declare Martial Law, this would be some of the things you could expect. So, now what? I haven't even listed the camps. There there folks. And the barbed wire turns inward. Not outward to keep danger out, but inward to keep people in. I've read testimonies of Katrina survivors that were in FEMA camps. They weren't allowed to leave UNTIL FEMA said so. Free Americans were kept against their will, simply because they had the misfortune of being in the wrong place when disaster struck. Remember the Areana and the horrors that took place there? So, tell me what you think.

Wow. That's a huge conspiracy theory. I've been trained by FEMA, and all FEMA is responsible for is overseeing disaster mitigation and response. FEMA is kind of like a huge coordinator that dictates, in a sense, how state and federal governments team up during a disaster to prevent loss of life and property. They aid with rebuilding after damage has been done and things like that. They also implement training to make sure that people involved in emergency management and response are efficient. And yes, FEMA can tell people they can't leave for their own good. What if they have radioactive material on them and don't know it? Or what if certain roads aren't safe yet? FEMA has information that civilians don't have which is why sometimes we don't understand the calls they make. That doesn't make FEMA evil though. Would you think a fireman was evil if he told you you weren't allowed to go in your house after a fire for a certain amount of time? No, you'd think that he's an expert in the field and he must have a reason for not allowing you to go into your house. I hope that makes sense.

xammiex, have you been trained in FEMA's martial law scenario? Or their disaster scenario? And are you actually employed with FEMA? Or just a civiilan volunteer?

[/i] And btw...what reason is there for this Executive Order listed second to last...'international tensions'? economic or finanacial crisis? Why does the government agency that prepares for physical disasters need to be in control, take over ALL the systems of our civilization because of 'tensiions, or economic crisis?

undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. Undefined? So, it's up to the president to define what is an emergency, and no one can question it for SIX MONTHS. Yep, that sounds like enough time to round up all those that disagree with Obama...considering that he has an enemies list already, and looking to add to it by trolling the social networks looking for comments that dis him.

Hi, Deb! FEMA showed themselves to be absolutely horrible after Hurricane Andrew, when most of South Florida was devastated. People were placed in trailers that were full of vermin, mold, etc., while they waited for their homes to be rebuilt. Trailers in better condition were left unused. Nobody seemed able to make their actions make sense. That's just one of literally hundreds of examples of the ways in which they've done more harm than good. Joanne

Yes, as any beauracracy is. (am I spelling that right? looks funny to me lol) I guess there is a place for this sort of government agency. I don't deny that. But I see clues that it is going to be used to oppress us, more than actually help us, but then...that is what governments do best, isn't it?

I don't hold to the idea that FEMA was set up to take care of us in the event of a disaster. It is so obvious that they are very unprepared to do so to begin with...it seems to me that these Executive Orders are designed to take control of the country MINUS the Constitution...in any event the president wants to say is a disaster. Perhaps they are so busy with OTHER preparations, they don't have time to actually figure out what to do in the event of a REAL disaster? Just a thought. Cause it is obvious they don't handle REAL disasters well. Or is it just that anything the government does is handled badly because of massive beauracracy? I am bothered by the use of high tech equiptment like expensive helicopters, when ACTUAL victims get mold infested trailers to live in as well. Where IS their priorities?

I think a lot of people have no idea what the government has been up to. I also think that a lot of people are going to be rudely awakened one day when they find out that they too are to be interned... even though they supported the "guy in charge". If I remember correctly, this is another gift from Carter. For those who think it can't happen here, I seem to recall an incident during WWII involving some Japanese-Americans and internment camps. I think people need to start taking the threats to our freedom and way of life seriously... and stock up on the ammo.

I want to remind people of Ruby Ridge and Waco. I don't know enough about WHO these people were or what threat they represented to come out and say they were innocent, but we all should be very afraid that IF we are deemed a threat...the same thing could happen to us. I think I WILL investigate these two incidents further.

Continued from the same link as above: Federal judges Ferdinand Fernandez and William Shubb ruled that Horiuchi’s actions were “objectively reasonable” and protected under the Supremacy Clause of the Constitution. Judge Shubb wrote, “Horiuchi does not have to show that his action was in fact necessary or in retrospect justifiable, only that he reasonably thought it to be.” Shubb stressed that the prosecution “has presented no evidence of evil or malicious intent” by Horiuchi. Since prosecutors could not produce convincing evidence of what Horiuchi was thinking when he gunned down Vicki Weaver, federal judges are obliged to presume that he had no bad intent — and thus that neither he nor the federal government has any liability for the wrongful killing. Federal Judge Alex Kozinski harshly dissented, declaring, Law enforcement officials may not kill suspects who do not pose an immediate threat to their safety or to the safety of others simply because they are armed. He warned that the decision gives officers a license to kill even when there is no immediate threat to human life, so long as the suspect is retreating to “take up a defensive position.” Kozinski declared that the decision created a new James Bond “007 standard for the use of deadly force” against American citizens. He warned that the new lax standard for lawmen’s shootings “now applies to all law-enforcement agencies in our circuit — federal, state and local.” Pretty scary, huh?

wow...well as you can see from my post above i just heard about this this morning....so this was done on friday? So Debra...what are your choices? Take the vaccine or quit your job? Not just the H1N1 but i dont trust any of these vaccines...i had to get my daughter the ones she had to have to get into school but that is IT....every time she goes to a doctor they try to push things on me...especially that guardicille which has already come out with some problems...... My family has NO plans to take the H1N1 vaccine either...... And i dont like this talk about being forced to.....

Key words are federal requirement waivers, meaning they can circumvent constitutional rights.

This does not bode well for me folks...healthcare workers will be among the first to be required to take the shot. Or should I say forced to take the shot? Say a prayer for me and mine, we've already made up our minds not to take it. If you don't have a god to pray to...at least send me some good thoughts.

You're not giving the dates of those executive orders. I think that FEMA under the direction of James Lee Witt in the Clinton administration was a powerful tool for helping Americans caught in disasters. However, when it came under Homeland Security was when it started to go amuck and by the time Bush put the horse show failure (Michael Brown) in charch FEMA became a national disaster.

The list I posted does need updating as some have been ammended. I apologize for that. But the updates are just as scary. Believe me.
