Suspended Accounts: Ptc Sites & Static IP Addresses

I sometimes wonder what this static IP address thing is all about.From what I know: Your home Computer ISP(Internet Serice Providers) sometimes uses DHCP(Dynamic Host Configuration Protocol) to assign IP address. This simply means that you IP address will not always be the same when you are logging in & put of your home computer.So it means that in two sessions you can have the same username but two different IP addresses. Can this get your account suspended on a site like Neobux? Or is it about One IP address and two or more username sessions like in an Internet cafe?
