Which CPM advertising network pays best?

Exlcuding google adsense which are the best CPM advertising networks? I have joined adbrite but they pay very low. On an average they pay about 0.06$ CPM. (0.06$ per 1000 impressions). Please can you suggest any better ad network that supports all the countries (specially india) and payment must be made through paypal. I tried searching on the net but there are hundreds of ad networkds out there. And different people recommend different ad networks. Then there are some criteria of ad networks ... like 'website must generate atleast 2000 hits per day' Now thats not actually possible for every website. So, please suggest ad network that really pays well, supports paypal, supports all countries and has no minimum criteria.
