Can you dial "911" using an unsubscribed cell phone?

I heard people said that, if you have an unsubscribed cell phone, with no service provider whatsoever, you can still dial "911" for emergency help. Is that truth? I have an old cell phone, and it is without any service provider. I just wonder if I dial "911", would the emergency station pick up the signal? Had anyone tried before?

From the 911 dispatchers that are friend's of mine you can dial 911 from any cell phone even if it is not linked to a service provider. Personally I have not tried it before because my cell phones have always been linked to one service provider or another.

You could simply find a old cellular phone, without any service link to it, or borrow it from a friend. Try it out. Mine seems work too. I call and before it reaches the operator, I hang it up.
