Sure, you may use some WYSIWYG programs or even some php scripts which most of them have detailed intruction to be installed, yet knowledge of at least basics of web programming is always a advantage.

You need to find a webhosting companie that offers you what you need, and you need to learn HTML and JAVASCRIPT to be able to have a nice page, but you can also use a website creator program!!! good luck
