they also stare at us. then if you stare them with a scary face, their reaction would be zero. or if you surprise them, they will run away! haha why do some cats do those things. Scaredy cats hehe

I think they are also thinking,"why is s/he staring at me?" I think the cat may also be reading your expression.it may also be thinking what are you thinking about him.they might not show any emotion,but they are also curious about what you are thinking about them.
