Should ebay take partial responsibility on scams?

The auction giant website Ebay was involved in recent scams that some perpetrators selling worthless land on its website. Some people surely got rip - off from these scams, but should ebay take part of the responsibility for it? Ebay claims that they have absolutely nothing to do with it, and they should not take part of the responsibility. Some people argued, why then ebay charge people to make sales in its website, at least, post some disclaimer on it to warn people. What is your argument for it?
