Target and Tax

I went to target today and with coupons got quite a few items free. When I got home, I noticed on the B1G1 items I was charged tax. has anyone noticed this before?
Not a huge amount $.42, but even so thats $.42 I could have saved!

Most places charge tax on the coupons. I have seen it quite often. I know they do this on grocery's as well. I like using coupons, but the tax is the one thing I do not like to pay.

Here there is no tax on food so I wouldn't notice that. I don't think i have ever lived in a state that had food tax.
What's odd - or I think is odd- for the items where the coupon paid for the full item (like $1 off but the item was $.97) there was no tax charged at all.

I know here in Idaho they tax on food. I also know that some places will tax on coupons depending on the manufacturer. I have had that happen to me a couple of times. I remember once I bought a half gallon of Ben and Jerry's ice cream and it was a free carton and I still had to pay the tax.
