Decentralized or Centralized Apartment Heater

I moved to an apartment in Toronto last May 2009. When I moved, the heater is being controlled within the apartment so I can turn it high when it is cold and turn it low when it gets hotter. The building has installed an controller that adjusts the temperature automatically. The problem is some people like me is sensitive and easily gets cold. So I would like to be able to turn it higher when I want to. Do you have the same set-up in your building?
