Does your country use English to teach other languages?

In Singapore, our Education Minister has given the green light for Chinese language teachers to use a mix of Chinese and English to teach those who take Chinese in our country for their mother toungue. Using English to teach Chinese has proven effective. There have been worries that Chinese standards may drop however. But children who are able to pursue the language at a higher level are allowed to do so. How about other languages? Will standards drop or will it be effective to teach a particular language with a mix of English as well? Views?
