Is Payingpost a SCAM?

Are you a member of payingpost.com? My friend was so angry about this site because she was not paid for the earnings she accumulated amounted to $146. She was so excited by then to wait for their payout which is $100 but at the end the site never paid to her. She already emailed the advertisers of the site and they replied that they pay in advanced for the services. What is your reactions to this? Is payingpost really a SCAM site?
