Whos responsibility is it?

My husband got a warning yesterday from DNR (Department of Natural Resources). He thinks it's their fault he didn't know what he was supposed to do and I think it was his own fault.
So, my husband (and his entire family) is a hunter. The weekend after Thanksgiving, they all go to this property they own and hunt deer - which is our main meat staple. This weekend, they got 10 deer (woohoo!!). He gave me all the information so I could check them in on-line and get him the confirmation numbers to give to the butcher. Well, while they were packing up to leave, a DNR officer came by and had a few things they needed to fix. One was just a joke they were playing on our nephew (he's the youngest and got the biggest, and first, deer). When the officer asked to see their log, my husband asked "What log?" Apparently, a few years ago, when they started the on-line check-in process they also instituted some kind of log that you have to keep. My husband (being the Mr. SmartAlec he is) asked where that information was. The officer told him exactly what page of the hunters manual is was in. Everyone that gets a hunting license gets this manual. My step-son and one nephew are the only two with licenses because the rest are considered property-owners and don't need one. So my husband flips to the page and sees that in fact he does have to maintain a log.
Now, he thinks that DNR should have told him (other than in the manual he was supposed to read) to do this. Like, when you get your license (which he doesn't) they have to tell you everything that is new. Of course, how the DRN knows what is NEW for you I have no clue.
So, whos responsibility do you think it is?

I'm gonna have to agree on xfahctor on this one. He should have made sure that he updated himself on the laws and what-not. Though typically, when the federal or state government makes any changes on laws and manuals like that - they would have an addendum stating what's new and what are the changes made. Of course, your husband might have gotten this in the mail and just though - oh another manual.

In my state, it is considered the responsability of the hunter to know the laws and guidelines. they don't accept ignorance of the law as an excuse and they don't go out of their way to personaly inform each and every hunter of them. I hate to pick sides so to speak, but your husband was in the wrong on this. as a responsable and ethical hunter, he should have made sure he knew the law updates and such.

Hmmm well if it was me - I'd be checking each year for changes even though you didnt need a license. What if one year they decide everyone needs a license to hunt. Either that or i'd request a manual each year just to be sure.
What kind of log does he need to keep - of who hunts there? what he hunts? when he hunts? or just what he gets?
