If I remember Mumbai and Chennai had tram services. Both these cities did away with them around the 60s.The congestion of traffic in the city could not afford this very slow means of transport maybe. Even in Kolkata it has more vintage value than travel convenience.

hi ravi, Calcutta is oldest city in india and the city was well planned when it was formed. The roads were also designed for tram service when the city was initially plan.Due to large area and density it can accomdate different services that is the city can be further developed which may not be done in other cities like mumbai and delhi. As mumbai does nt have area and delhi roads are nor designed to run tram service. What i want to say is when ever a city is planned then only its transport system should be planned or else the investment may be very huge and it maybe sometime impossible to plan due to lack of area and other reasons. I think these are some reasons but in real what is in the mind of govt i cannt tell.
