can a restraining order prevent you from getting a fix it ticket if you have a restraining order on some one?

think i understand, if you gotten a fix it ticket for your car, and you have a restaining order on someone. no get whatever you got a fix it ticket fix

well i got pulled over for my tinted windows on my car and once i brought up my restraining order the cop let me go and gave me a warning, it was like ohok i have a legit excuse for having dark windows. and the guy i had put the restraining order on he claims that he has a cousin in the force where i live , and me and my husband had seen the guy at a gas station and he almost violated the restraining order and then a week later i get pulled over, normally i look at the officers name but this time i didnt.
