Is PayPal is the only way of payment?Do they accept any other way of payment?

If you do not belong to a country whoz in the list of paypal accepted countries then you can not eligible for making account on MyLot? Or Is there any other way of payment too?

PayPal is the only method of payment that MyLot currently use.
You can, of course, enjoy MyLot for what it really is - a discussion site, a 'social networking' site - a place to make friends and a place where you can learn many things and practice your English.
In the mean time you can build up a 'balance', which you won't lose so long as you log in at least once every three months, which will be paid once your country is accepted as one of those to which the US Government allow payments.
