How do I play the lottery/powerball?

I am very unexperienced in this field, except for when it concerns scratch-offs (I've had plenty of experience with those.) I decided recently that I'd love to start playing the lottery or powerball, only, I have no idea how to go about doing so, what the requirements are, and what the difference is between "the lottery" and "powerball" (or are they the same thing?). Anyone want to help me differentiate?

I find them a waste of time myself. The odds are waaaaaaaa...................................aaaaaaaaaaaaaaaaaaaaaaa.......................aaaaaaaayyyyyy stacked in the houses favor. Unless I have at least a 50/50 chance or better of winning I'm not playing. Your 100 million times more likely to get addicted & lose a fortune than win one.

I have to agree with the responder above me...it's a waste of your money. I know people who have been faithfully playing for decades and they have won no big prizes...or even small ones. They have, however, hit a couple of times playing Keno or the scratch off cards. I but scratch off cards once in awhile for fun and at least with those you get to actually scratch off the little boxes to see if you've won anything.
