Try this site: www.cooltext.com I've never had any trouble creating banners with this site and there are no advestising links on your banners you make.

You can just create your own using adobe photoshop or something similar.

I used two site long back. They are bannerfans and animationonline. But now i am feeling convenient to use installed application to create banners though it is not free.
