Is there any "right time to" consider for saying Goodbye?

I think it's only the right time to say goodbye if both persons agree to it, like in a relationship when it's not working out. It's hard to say goodbye sometimes though because one of the two might not agree and might still want to continue whatever the type of relationship is, so I believe that unless both persons agree that the relationship isn't working out, it's really never the right time. I think that saying goodbye to 2009 is fine because it really is going to be over soon. That's a way of getting over the past and stepping into the new and starting over (or starting fresh).
