Any Globe OFW Kapamilya Sim users out there in the USA or any country?

Hi, my cousin in Alaska is asking me to find a way for him to be able to receive text messages there from people here in the Philippines. I found some bad reviews about the Globe OFW Kapamilya Sim, it promises the user that the roaming service can remain even with zero balance. Is it true for you? I also researched about the Smart Pinoy Sim, but there is not enough data for me to conclude on anything, but it has better reviews than the Globe sim. I need help, my uncle will leave on the mid of January, and its the only chance to send the sim card to my cousin, thanks.
