I have no problem with microwaves and oven arrangement. I understand why you do not feel safe about that.
It is a personal choice and view regarding those equipments. For many people as of now much preferred microwaves because of the fast cooking time on any food you will place there with a timer on it which is automatic. It will not cause fire if the person to use it knows how to operate the said equipment.
Oven on the other hand, is more on time consuming and much preferred for those cooking products that needed long hours and high heat temperature.
Microwave cooking and heating time is acceptable for fast food eating and much easier to prepare and clean.

I'm short, so I definitely don't like that setup unless they are both set into the wall so that they're flush with the wall (with the cooktop elsewhere, of course). I've seen some houses with a regular oven/cooktop that had a microwave mounted over it -- that seemed very unsafe to me. Consider, in our house, we usually cook the main course (the meat, essentially) in the oven or on the cooktop. The sides (vegetables) are typically cooked in the microwave. If my microwave was mounted over a standard oven/cooktop, I'd risk burning myself everytime I went to get the broccoli out of the microwave. We do have the microwave mounted in the wall, it's about shoulder height to me, which I don't much like. But my dad put it in, and he's over 6 feet tall. I'm not even 5 feet tall, so it's a little awkward getting stuff out, for me. But if they're both flush with the wall, and the cooktop is a separate unit, it's not a bad setup.

In my first house I had the micowave over the oven. There was never a problem. Why do you feel unsafe with that type of arrangement? I see that in alot of knew houses being built.

they are completely different though. microwave oven and a oven! it is like comparing an apple with an orange! they both serve different purposes, but some could be overlapped. however, for majority, though microwave oven might not be save in certain sense, but it is still convenient to have when all the precaution is understood and well informed!
