It depends on the requirement of the state given for civil wedding. But what I am sure of is that it must be of legal age.There are forms must be filled. It must be the couple voluntary will to be engaged in civil wedding. Of course, you will be needing rings for both of you. Guest of the couples may or may not be present.

It really depends on the country legal requirements for having a civil wedding. In my case I had a civil wedding here in the Philippines. We are both in our legal age so no one will object from both our side. You will have to get a schedule for your civil wedding in your municipals office. You have to get a civil status certificate, certifying you really are single. And invite somebody to witness your marriage as he or she will have to sign your paper as witness. That's it! Good luck!
