Do you know what is white elephant sale?

In our condo's bulletin board they posted about white elephant sale in a particular buidling in the same apartment. I've heard this last year but I was on vacation so I have not seen it. On the 30th of January is the schedule. I am thinking that it works like a bazaar or garage sale. Am I right? Do you have any experience about this?
