The cubicle I'd choose would be....

... the middle one usually, because as opposed to urinals, there are walls in between and there is some sort of distance.
my reasoning is that if the first or last is the only one occupied, the second person to enter will leave the middle one empty. which might make it the least often used cubicle.
another way I eliminate which cubicle to use, is if the water in the toilet is still churning. that means that it was most recently used, and that the flush had just been activated. So I'd use another cubicle to minimise the level of smells I'd have to endure!
does this make sense to you? haha.

lol =D It's funny to be using your reasoning.. Wont it be better to have a real wall, as compared to both sides partitions, in the middle cubicle?? hehe ^_^
I dunno about gals toilet though, but in guys, no matter which cubicle it is, they are all the same.. haha =D Especially when urinals are not enough to use, the next will be cubicles.. And so far for me, i have not encountered any smelly or messy cubicle yet.. hehe

LOL. I am not sure if you really have a choice in public toilets. Or it is hotel toilets? I believe many do think alike, afterall, great minds think alike and the middle toilet may end up being the most used. It is the squat toilets that have less business as both the new generations and old generations are going for the sitting toilets. I go for the squat toilets.

I once saw a very cute urinal video (made humorously) to advise how we should choose urinals. I can't find it anymore unfortunately.
There are actually help articles for this as well lol. E.g. (for men) http://www.ehow.com/how_4742142_choose-urinal-mens-bathroom.html . Anyway for guys it is not that much of an issue since we finish what we came to do quite fast. Even if we choose the "wrong" one, the damage is not great, ha!
Personally, I think the key is to maximize privacy and being considerate to others. E.g. if there are five urinals there, don't go stand right next to someone unless you meant to peep. The only exception is if you are friends and you are chatting while peeing or something... even then, I normally try to give a gap of 1 urinal anyway. You know, like I said, being considerate and allowing others their personal space.
