As others have said Textbroker.com is the one you're talking about. I write for them and they pay well. There are some other sites that pay for writing that haven't been mentioned yet like Xomba and TipDrop. I have listed a few more at my blog. As you are an American, you have plenty of choices on which site to write for. You can try to submit your work to Associated Content, Helium, e-How, Triond, Bukisa, etc. Many Americans love Associated Content because it offers upfront payment. So does Helium. If you're good in how-to articles, then go for e-how. I do write articles too for a site named Triond. It pays per page views.
