verify paypal account using brother's debit card possible?..

Hi all,
Is it possible to verify my paypal personal account using my brother's icici bank debit card no. from india....my paypal account name & my brother's bank account name is not same..Is it really possible to verify?....if yes then how much paypal will charge my brother for verification?...Also can i transfer money from my paypal personal account to another person's paypal personal account without verification at free of cost....Thanks in advance for your valuable suggestions.....please reply ASAP....

I don't think it would be possible to use someone else's credit card to verify paypal because if you do that you wouldn't be able to withdraw your money because there's a different names on the account. If you want to, you can just use your brother's name for the paypal account and use his bank account and credit card to verify the account. Once you need to withdraw your money, the money would be able to be sent to your brother's bank account without fuss.
