Drivers for CPU throttling

I am using a laptop for last two years and surprisingly I came to know about one of its feature only few days ago. My laptop has a button for CPU throttling. I have read in manual as well as on internet that this automatically slows down the fan speed and thus give soundless working. But the button is not working in my laptop. Someone has said me to install driver for it. But I don't have any drivers for it. Please tell me if I really need to have a driver to have an access to this great feature?
