Should I start a work-place petition or no?

So, I'm in a bit of a rut right now. Me and the few co-workers I've talked to have all agreed that making a petition for this new "policy" of the company I work for is a good idea. (Here's more info about the new policy, a different discussion I started: http://www.mylot.com/w/discussions/2235051.aspx). I'm just unsure about the whole thing as I've never made a petition before. And I honestly don't know how effective it would be even. At any rate, I think it would be cool (even if upper management doesn't actually DO anything) to show them HOW many people disagree with their new policy and to show them how unhappy their employees are because of it.
The company in question, the dry cleaners I work at, has about 25 different locations with about 3-4 (or more) employees to each store, meaning around 100 people at the very minimum. Is this even ENOUGH people to make an effective petition? Or is there a minimum of 500 or something?
And are work-place petitions even make any kind of difference? I'm 99% sure the owner of this company doesn't give a flying.. hoot.. about what any of her beloved employees think (so long as she can buy herself a new Range Rover each year, she's good).

And finally - is it even WORTH it to make waves like this? I would be the one writing it, vetting it, and sending it around, and while I'm staunch in my beliefs about this, I am also on really good terms with the company and upper management. I NEED a good reference from this job! Would petitioning this new policy make unnecessary waves? Should I just shut my mouth and take it or should I fight for the benefits I think I should have?
