Need Mac Help

I've been a Mac for over a year, but I haven't really figured this out and though I would go ahead and ask. Is there a way to customize your desktop beyond simply changing the image? On PC's you can change the color, size, and style of practically everything; the scroll, task bars, window headings, border color, etc. I haven't figured out if, or how I can changes these things, and was hoping someone could let me know.
