Here is a free screen ruler that can float over any element of your screen and measures in pixels: http://www.mioplanet.com/products/pixelruler/ .
The program is free but after 50 uses will prompt you to register for $5. You can continue to use the ruler but bear in mind that $5 is a very small amount and will support future development.

That's OK. The registration is optional and just removes the 'nag'. You can still use the ruler for free.

I don't know if there's a gadget for this available but there are a lot of ways for you to do this manually. You can view the source of the page and look for its width in the css or you can print screen the page and then paste and measure it in photoshop.

My recommendation is to print screen the website and paste it to mspaint. After cutting the window of the website, save it as jpeg file. Then open with Microsoft Office picture manager and at the sidebar the amount of pixels is shown. In my example, its 308 x 270 pixels. better picture properties instead of sidebar.
