Shrinking pants, how to get back the length?

What is the best way to get back the pants length after they've shrunk? This is so annoying. I don't mind my pants shrinking a little because I know they'll loosen up as I ware them, except for the length.
How in the world do you get the length back? I have tried finding long or tall, buts it's a real pain. I can never find what I need in the material I like. I like the twill type fabrics.
They make shoe stretchers, do they make pants stretchers? I only wash my clothes in cold water, on delicate with Woolite clothes detergent and I dry them on delicate low heat.
I thought about air-drying them after I've stood on the hem and pulled with all my strength.
(Wonder why they don't preshrink the material before they sew em up)
Anyone have a good tip on this problem?

I also experience some clothes that shrink after washing it. Their medium size change to small size, that may cause for me to no longer able to wear it. Well, base on my own opinion? The best way to return the size of it to a normal one is simply by putting it on water for several days. Then always change the water, everyday. The effect of it to the cloth is simply gives a soft structure and when you want to dry it? Try to pull it until it dry. I think the size of it will no longer shrink. Then when you will iron it? Avoid to iron the cloth too much because the tread of the clothes will shrink again and for sure, your clothes will back to it's small size.
