My dad when he gases up the car he usually says to the gas boy to run it slowly. I asked him why do you want to be slow? He said that if it runs fast it won't have the same oil volume as the price. Clearly saying that you won't get the exact amount of gas if they gas you up fast. I didn't really fully believe him but yet come to think of it many people are doing it just like my friends they do the same thing and told me the same reason why.. So is this really true? Does the liquid volume change? or do oil companies cheat if they gas it fast?

I have never heard this about the oil volume. I know that we have a weights and standards measure that requires gas pumps to be certified that they pump true no matter what the rate of pumping is. I do know that if you try to over fill your tank then you will not get all of the gas you think you are getting. This is caused by the fact that the pressure from the nozzle against the gas in the tank will cause a back pressure that will cause the gas to do some reverse flow and the gas never makes it into the tank. That is why most gas pumps cut off when they do; so that you do not get that reverse flow situation.
