since wednesday i am at the BIR office at manila and i am from marikina. since wednesday they are telling that they are offline and they can not check my wife's account for i wanted to get a stamped to transfer my wife's account at marikina. it was really a waste of time and transporation payment going back there everyday. if this happens to the computer service of the philippines... then what are we expecting on the election. it sucks. they will not be able to count the votes because it is offline.

Hi my friend, in most of the developing countries like Philippine, Brunei, Malaysia , Indonesia, China etc.. had this type of issue, dealing with government agency can be a real pain in the as* , majority of the public employees had attitude problem and they normally hold on to the belief that public should serve them instead of the other way around, sometimes ridiculous excuses like you mentioned above can even be used to cover up incompetency in government agency. From my personal experience, whenever government is using computer system to process public business, they shouldn't go offline during office hour unless the system is crashed, other than that reason, the director of that agency should be fire or demoted immediately. lol!!
But then again, it will never happen in developing countries when government employee can't do the job right will be held responsible, that is why these countries will never reach advance country status...

developing? we are developing into what? har har har. we are developing into a more stressful country
. yes they have attitude problem that they somehow forgot that they should be working for us for the taxes we pay is where they get their salary. i guess the system crashed for they were off line for three days. yes that is why i know we can bever advanced for the system is not yet fully mastered but they want us to be called developing thats why we use computers. there is one aganecy here that they say that they are computereized already but if you get such documents you will still come back after a week to get it.... for they still find it manually
. so what was the use of teh computer? i really dont know. they just wanted to look high tech but dont use the benifits of it. well elections here in our country is coming and we are just hoping for the better. we pray. thanks a lot for the response

there is one more problem here in how they choose goverment office staff. they choose the one who knows someone already. this people need not apply for that job anymore. as long as you know someone inside that can back you up to get that job then you are in. so if he is incompetent the people will suffer.
so i really dont know what are we developing into?
its like all we have are tons of problems that we can not fix. sometimes you hate to be born in this nationality..... hmmm but whenever pacquiao is winning something its a change and something to be proud of.

Developing into a 'stressful' country for you all, birds...har hahaha...That's a good one. May be your government computer engineer need to design a back up system and also keep some manual system in place in case of major system crash or black out scenario, then the public can still be served, unfortunately, many time either they don't have those visions in hindsight or just poor planning. That is why it is not that simple to have a government system fully computerize and expecting everything will go on well forever, contingency planning is also an important part of a overall successful full computerize system within various government agency and networks. That is the result when government doesn't think ahead before implementing full computerize system. .... at a time they even have troubles serving the public without computer...with hand and brain. hahaha...

I guess you are not alone with it. I had many bad experiences with BIR for the longest time since I work at accounting department of our office I usually frequent that office every now and then. Guess what everything sucks in there from the way the employees behave (as if it is not us taxpayers who pay for their salaries) to the way they process you paper is done. You would be transferred from one person to another just so to have your papers done. I really hate going there from time to time but I guess its part of my job so I have to endure a lot of patience in dealing with a lot person in there.

Yes that is really true. It is part of my job to do that and I really find it very stressful for me to do it seeing people rude to you as if I am a sinner in their eyes and everybody is suspected as tax evaders. I think they should undergo proper customer relations seminar to improve their relationship.

Most specially if the staff is not in the mood. or they're work is so tied that they make you wait for almost forever. it's better to be patient but i hope they don't tend to make you come back after waiting for a long day

Hello seven,
What the? how can they're site be down, is it because of a virus. i have heard and seen on t.v. that hackers are attacking government owned websites. it would impossible for BIR to hire computer programmers since they're on of the most richest and corrupt government departments in this country@se7enthbird (8307)

I've had the same experience with them. I must say that our local government officer are very much in terms of organization and service. What I do before heading to any of them is drop them a call before going, that's to check if the service I'm seeking is available. Anyway, hope you get the files you need for your wife soon. Regards.

I also had experienced that last Monday in Mandaluyong that the system was offline. I want to verify my Tin number but then nothing happens as in I waited for so long just to verify my Tin number. I hope tomorrow I could request for an ID without any excuse that it was offline again. Good thing I was able to contact the BIR of Agham Road which is the main office in Quezon City just to verify and it was cleared.
