For me its Megan Fox and angelina Jolie (Hollywood)
and Bipasha Basu (BOLLYWOOD).

Well to be honest whilst the likes of Megan Fox and Miss Jolie look hot they seem a little plastic to me. I prefer an actress who manages to convey being sexy not just through their looks but also their performances. So for me my favourite sexiest actresses are Diane Lane, Renne Russo and Susan Sarandon who convey sexy through seductive performances and cute yet flirtatious behaviour.
