Your IP address changing every time you login and password can be from your frequent change. I have had this problem with the status of verification yet, my first contact with them. And they said I had to complete the document to restore my account.

We have the same problem I don't know why my account is limited. I haven't touch my money since last year and I don't have any transactions with them. I don't know why paypal frozen my account. I've send my ID's and some documents but I'm lack of billing statements so up to now I haven't resolve my problem with them. I'm losing my hope already if I can fix my limited access account. I can't call them because it is overseas call I can afford to call them.

Verification of your paypal account has nothing to do with paypal's decision of limiting your account. In this error message they clearly state that an unusual activity in your account has made it necessary to limit access. You probably have to send them a photo of yourself and a copy of your ID attached to your address but they will say so on the right page.
If you have money in it be aware that they have the right to keep your money for 6 months without you having access to it. After that they will give it back to you

nophie, I'm bothered by something. Did you actually go into your account and get that message, or did you receive an email telling you that you can't access your account. I've received emails and had friends get emails that told them they couldn't get access to their accounts unless "additional verification" is collected. Usually on the email, it says, "dear customer" or something. If you ever did this, then sent information, then it's possible you have a major problem. And what you wrote, "Your account access has been limited for the following reasons..." is what I usually see on those false emails. You may have also went to a paypal address that isn't paypal. Or as the other posters have said, it might be something else. I'm just too wary these days because the wolves are out there lurking and attacking.

I know about that, but when i open paypal site i always see the url right or not. in Indonesia the paypal site is www.paypal.com/id.
I have been sent email from paypal, and i have to send billing statement that show my name and my home address, and copy of my ID card.
But i'm still not sending it yet. maybe this afternoon i'll be send them the required the they need. Thanks..... happy mylotting
