Well to be quite honest price will be an issue if you want a web-browsing-capable phone. Prety much just about every brand has a browser-enabled feature, but the real problem comes in paying for the data plan to send and receive data. So pick the brand that you're most confertable with and take it from there seeing as browsers are more common in most smart phones.

That depends on where you live. I've always liked blackberry. I currently have 9700. Service provider is T-Mobile. Phone is around $130 plus tax with 2 year contract. Or you can buy it at a full retail price which is around $500 & have no contract. I know some people are happy with I-Phone. I personally am not too big of a fan for touch screen phones but it may work for you. I've heard some Nokia models are pretty good too.
