Xpango - paying to get referrals?

I read the Xpango TOS on their site and I didnt find the answer to the question I had that can we pay referrals some money to refer under us and complete a task? Is that allowed? The TOS contains nothing on this matter and I really want an answer. Do you think this method is fraudulent to xpango or is it acceptable to them? They will receive money anyways if a person referred to them does a paid offer. If you want to join xpango or any other paypal paying site the link to my blog is in my profile.
