How come government offices here are still backlog despite the computer usage?

Whenever I make any visits to any government offices here.I am always angry because most of the people here do not do their things in the most easy ways. They have the computers in their tables, and it seems that they are on tract to all negotiations all days,yet still the papers we tried to find is still on the way to be seen. I decided to wait for two weeks so that I can already get what I wanted to negotiate, but to my surprise,these people are a bunch lousy public servants.They just say that
you must go back for another days,with so much baloney reasons,when in fact the said papers are done last two months already, that I am already pissed out because some of the papers has a limited time to expire.

You should slap the faces of these people with money so they can move faster. It's sad to say but bribing is very common when it comes to transacting in government offices. Wave some bills on their faces and see your papers processed in an instant.

Thank you very much for the response. I have done that bribing before,but to no avail it is still very slow moving,yet I have already given a considerable amount to these guys.They are all a bunch of lousy employees in the beaurocracy.They tend to care more on their snacks and chatting the phones,while so many people are worried about what had happened to their papers inside the offices of these crocodiles.
