One way to cut down onlline scams is to tighten up on domain registration

Scammers, criminals, minors, almost everyone with credit cards or paypal account can get a domain name and have a website. Maybe if they make getting a domain name a little bit harder like real address verification or something will lessen the scam infested internet.
